How US and Canadian area codes are organized
The US and Canada share a single +1 country code under the North American Numbering Plan (NANP). Each state and province has at least one area code; populous regions may have many. California (39 codes), Texas (28 codes), and New York (19 codes) lead the US, while Ontario (16 codes), Quebec (12 codes), and British Columbia (6 codes) lead Canada.
When a single area code runs out of available phone number prefixes, regulators either split it geographically (so part of the territory keeps the old code and the rest gets a new one) or add an overlay code (where the new code shares the same territory as the old one). New York City, for example, has 212, 332, 646, and 917 all serving Manhattan — that's an overlay arrangement.
As of 2024, mandatory 10-digit dialing applies across most of the US and Canada, even for local calls within the same area code. The reason: overlay codes mean a single neighborhood can have multiple area codes, so 7-digit dialing would be ambiguous.
